


Three New Employees Boost Organization’s Redevelopment Expertise
The Denver Urban Renewal Authority (DURA) has hired three new employees in its Redevelopment Department: Giles L. Flanagin as redevelopment manager, Jeff Hoffman as redevelopment specialist, and Brad Boyle as redevelopment associate. With the hires, DURA has significantly increased its breadth and depth of experience in residential and commercial real estate and financial management.
“The future of our redevelopment team is very bright as Giles, Jeff and Brad are all highly skilled and have strong, relevant experience to thrive at DURA,” said Executive Director Tracy Huggins. “With these new additions, DURA will continue to be a dedicated resource to address the redevelopment of residential and commercial places throughout Denver.”
As DURA’s Redevelopment Manager, Flanagin is responsible for the daily management of all activities within the Redevelopment Department, including comprehensive financial underwriting analysis and evaluation of Tax Increment Financing initiatives for all potential redevelopment projects. Prior to relocating to Denver earlier this year, Flanagin was active in Chicago real estate development for more than 11 years and was involved in the construction and development of more than 250 condominiums, 10 single family homes, and 91,000 square feet of warehouse and distribution facilities, with a total market value exceeding $175 million.
As DURA’s Redevelopment Specialist, Hoffman will conduct financial, market and contractual research and analysis relating to urban renewal area projects; evaluate new projects for economic feasibility and plan design; and provide technical support to DURA’s partner developers during the urban renewal process. Prior to joining DURA, Hoffman was a financial associate at Rockwood Capital where he was responsible for acquisitions and asset management for the West Coast, primarily focusing on multifamily and retail investments.
As DURA’s Redevelopment Associate, Boyle is responsible for research and analysis of urban renewal area projects, including surveying sites, assisting with blight study preparation, monitoring the urban renewal plan approval process and other staff support on redevelopment projects. A St. Louis native, Boyle is an active member of the Urban Land Institute and its Young Leaders Group. He is also a U.S. Green Building Council LEED Accredited Professional and holds a Colorado Real Estate Sales License.
